Lake Charles, LA Lake Charles, LA Full-time Full-time From $45,000 a year From $45,000 a year 3 days ago 3 days ago 3 days ago This position is responsible for the maintenance of the City's Geographic Information System (GIS), which includes street centerline data, zoning, city limits, parcels, water lines, valves, sewer lines, manholes, lift stations, road signs, addresses, aerial photography, and computer hardware and software.
This position is responsible for creating new GIS data layers as is needed to provide improved services to the community or as requested by management or elected officials.
This position is also responsible for supporting end-user software and related systems for Department of Public Works with security oversight by IT Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Work with all City departments and staff to provide the data and information needed to enhance City services and assists them in their job duties and responsibilities.
Coordinate with all City departments to determine priorities of creating new data sets; establish and monitors the standard for data digitizing, field data collection and entry; and supervise technical staff in digitizing and data collection.
Plan and develop GIS project budgets, establish project goals, time lines, progress reports, cost controls, and supervise the work of technicians, contractors, and consultants.
Establish working relationships and coordinate GIS activities with parish, city, state, and federal GIS data users and providers in the Lake Charles area.
In conjunction with MIS department design, develop and implement application for intranet and internet solutions; also coordinate with MIS purchasing of computer hardware and software needs of GIS staff and users.
Work with vendors that provide server and network support.
Responsible for cartographic layout and production.
Provide technical training to GIS staff and user training to all City departments and personnel; also install and maintain GIS software.
Attend training and conferences in order to maintain related skills and to keep apprised of new technologies, software and hardware.
Keep the Public Works Director informed about GIS related issues and activities.
Perform all duties of GIS Technician.
ADDITIONAL JOB DUTIES & QUALIFICATIONS Install end-user software with prior approval of the IT Department Provide In-house software support, diagnose, and fix problems for end-user devices Provide training for computer and software to co-workers.
Maintain inventory records for computer and software.
SUPERVISORY RESPONSIBILITIES This position is responsible for the supervision of GIS Technicians and lower level employees according to City policies and procedures.
Supervisory responsibilities include planning, assigning, directing, and teaching GIS work and techniques.

Considerable knowledge of computer system concepts and equipment, along with computer network concepts and equipment.
Considerable knowledge of Microsoft, operating systems, and software applications.
A combination of education and experience that demonstrates the ability to effectively use GIS software to develop, maintain, and utilize all types of spatial databases.
Any graduate level work; or GIS software training and programming experience would be beneficial.
Ability to manage and coordinate GIS projects.
Ability to establish and maintain effective working relationships; communicate realistically, verbally and in writing; and work in a local government environment.
Ability to perform all duties of GIS Technician.
Regular prompt attendance is an essential function to this position.
The ability to get along and promote a harmonious working environment with vendors, supervisors, citizens, and co-workers is an essential function of this position.
EDUCATION and/or EXPERIENCE Bachelor's degree (B.
A.
) from college or university in geography, computer science or a related science field degree required.
Three years related experience and/or training; or equivalent combination of education and experience.
