ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Other duties may be assigned.
Establish and maintain a system network analysis of all existing and proposed utilities.
Answers questions or complaints and gives out information about utility programs.
Prepares preliminary engineering plans and specifications for the construction and/or the improvements of water and wastewater infrastructure.
Reviews specifications and improvement plans for composition and accuracy.
Perform design engineering calculations, analysis, and formulate ideas for addressing civil and mechanical engineering problems related to water and wastewater.
Operate CAD and other computer software programs in performing engineering work.
Develop preventive maintenance, infrastructure management, and life-cycle replacement programs.
Develop and maintain the GIS utility location maps.
Review subdivision plats and construction plans for water and wastewater improvements.
Interview outside consultants for special projects; coordinates and reviews the work of outside consultants.
Prepares construction and inspection schedules.
Consults with contractors regarding work progress, project completion and sequence.
Prepares pre-construction estimates for projects.
Inspects work to assure compliance with City standards and codes.
Coordinates activities with other divisions of the department and with other City departments.

Comprehensive knowledge of civil engineering theory and practice.
Good knowledge of applicable laws and regulations dealing with construction within the City.
Ability to plan for and evaluate results of contracted construction of roads and other public works.
Ability to effectively work with and promote a harmonious working environment with the City Administrator, Mayor, City Council, other City Departments, other governmental entities, and the citizens on the telephone and in person; ability to work amicably as a team to accomplish individual and group assignments and goals.
Develop and administer departmental goals, objectives, and procedures; Analyze and assess programs, policies, and operational needs and make appropriate adjustments; Identify and respond to sensitive community and organizational issues, concerns, and needs; Plan, organize, direct, and coordinate the work of lower level staff; Prepare clear and concise administrative and financial reports and budgets; Effectively present information and respond to questions from groups of managers or citizens; Establish and maintain effective working relationships with those connected in your course of work.
EDUCATION and/or EXPERIENCE Bachelor's degree (B.
A.
) in Civil/Environmental/Water Resource Engineering from an ABET accredited college or university.
Must obtain a Professional Engineering license within one (1) year of employment; minimum of three (3) years supervisory experience in public works, public utilities or related field.
