The position is located wiithin the Prevention Department of Coast Guard Sector Marine Safety Unit Lakes Charles, this position serves as the a Marine Investigator providing technical expertise and leadership to the Captain of the Port (COTP)/Officer in Charge Marine Inspection (OCMI) in all aspects of marine casualty investigations. The Marine Investigator serves as the Prevention Department's civilian resident source for continuity of investigation program policies, technical issues, special program support activity and is a primary contact with other Federal, State and local law enforcement agencies related to marine investigations such as the Department of Justice; Federal Bureau of Investigation; Customs; Bureau of Alcohol, Tobacco, and Firearms; Bureau of Safety and Environmental Enforcement, Department of Defense; Department of Labor's Occupational Safety and Health Administration; and local maritime industry representatives. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Provides input to the Commanding Officer/Prevention Department Head/Senior Investigating Officer regarding most appropriate level of investigative effort and action to take regarding all reported marine incidents. Investigates deaths, injuries, property loss, and environmental damage to determine the associated human performance, equipment, and environmental causal factors and makes critical safety recommendations to prevent recurrence. Investigates merchant mariner negligence, misconduct, incompetence, and dangerous drug use leading to appropriate remedial MMC suspension or revocation. The latter duty includes the preparation and presentation of the government's case before an Administrative Law Judge. Issues subpoenas and complaints, negotiates Settlement Agreements, processes Voluntary Surrenders and Deposits and Administrative Clemency applications. Investigates criminal and civil offenses for assessment of civil penalties or referral for criminal prosecution. Issues Notices of Violation and Letters of Warning. Issues and seeks enforcement of subpoenas to compel the appearance of witnesses or respondents to an interview or hearing, require the production of books, papers, documents and any other evidence desired related to waterfront facility casualties, pollution incidents, MARPOL violations, outer continental shelf casualties, marine casualties and suspension and revocation investigations. Applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes:
Reviewing technical vessel design and construction plans to determine compliance with regulations; resolving maritime vessel inspection controversies; identifying hazardous conditions and prescribed corrective actions; and evaluating the compliance of foreign passenger vessel safety management systems with the International Safety Management Code.National Service Experience (i.e., volunteer experience):

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
